The Under-Secretary of State for Foreign Affairs presents
his compliments to the Under Secretary of State- for the Colonies and is directed by the Secretary of
State for Foreign Affairs to transmit the accompanying copy of

American Embassy, respecting
the stifiment of rice for the United
States from Hangthong.
The Secretary of State would be glad to be advised
what answer should be returned to the American Ambassador.
